Our Goals

From 2009 to 2012, UNDP played an important role in the United Nations Joint Vision for Sierra Leone, a common strategy adopted to enhance the impact of the UN’s contribution to consolidate peace and promote sustainable development in Sierra Leone. The Joint Vision combined the efforts and resources of the United Nations Integrated Peacebuilding Mission in Sierra Leone (UNIPSIL) with other resident UN agencies and aligns UN assistance with the national development priorities of the Government of Sierra Leone’s second Poverty Reduction Strategy, the Agenda for Change (2008-2012).

Over this period, UNDP Sierra Leone’s objectives and programming were aligned to the Government’s key strategic priorities as articulated in the Agenda for Change, and focused on supporting the achievement of the Joint Vision’s one overall priority to further the consolidation of peace in Sierra Leone and four programmatic priorities: the economic integration of rural areas, the economic and social integration of youth, equitable access to health services and an accessible and credible public service. Under the Joint Vision, UNDP's operational strategy focused on the achievement of the above priorities, taking the lead in implementing six of the 21 Joint Vision programmes and co-leading three programmes.

The introduction of a UN Transitional Joint Vision covering 2013-2014 continues to recognize the joint responsibility of the UN family to define its programmes and activities to ensure a critical and sustainable contribution to the progress of Sierra Leone. This Transitional Joint Vision represents the country’s transition from a ‘post-conflict situation’ under a UN Security Council mandate to a shift to long-term development, laying the foundations for the development of a full-fledged United Nations Development Assistance Framework by 2015.

Through the Transitional Joint Vision, the UN family will coordinate at various levels to respond to the objectives in the four draft pillars of the Concept Note for the third-generation Poverty Reduction Strategy Paper, the Agenda for Prosperity, currently under development by the Government of Sierra Leone. The Agenda for Prosperity will cover 2013-2017 and will mark the beginning of major transformative development strategies and policies to support the realization of the country’s vision of being a Middle-Income Country within the next 25 years and net lender within 50 years. UNDP is currently providing technical assistance to the Government in its formulation of the Agenda for Prosperity, and the Transitional Joint Vision will provide the flexibility needed to further align the UN system’s work with this new national strategy once fully developed in 2013.

UNDP and the rest of the UN family join efforts behind one overall aim under the Transitional Joint Vision: to build on the peace dividend as the foundation for sustainable development. UN support to this new national development strategy is organized around seven programme clusters:

  • Cluster 1: Support to Good Governance (Focal Point: UNDP)
  • Cluster 2: Agriculture and Food Security
  • Cluster 3: Natural Resources and Disaster Management (Focal Point: UNDP)
  • Cluster 4: Social Protection, Child Protection, Gender and Human Rights
  • Cluster 5: Basic Education
  • Cluster 6: Health and Nutrition
  • Cluster 7: Economic Development and Employment (Focal Point: UNDP)

UNDP is acting as the Focal Point for Clusters 1, 3 and 7, spearheading programming integrated into UNDP’s interlinked focus areas of Democratic Governance, Poverty Reduction and Environment. Within each of these focus areas, a range of interventions are underway that combine UNDP’s expertise and comparative advantage in support of the achievement of the Transitional Joint Vision’s strategic priorities.
